Behavioral Health Services North Expansion
The Clinton County Capital Resource Corporation issued up to $3.2 million in tax exempt bonds to Behavioral Health Services North (BHSN). The new Integrated Clinical Services facility brings mental-health and primary care to one location at the Behavioral Health Services North Center for Wellbeing here.
Connecticut Avenue Holdings
The project consists of the design and new construction of an approximate 60,000 sq. ft pre-engineered insulated metal building with a new HVAC system, propane generator, parking lot for 77 spaces and storm water management improvements located on the premises. The proposed tenant is SteRx who is a manufacturer of sterile liquid pharmaceuticals. This project broke ground on June 29, 2021 and is still being completed.
Delaware River Solar, LLC Plattsburgh I
Delaware River Solar, LLC (DRS) is a community solar farm developer in New York State. DRS develops, constructs and maintains solar farms and sells the power generated by the facility to local residents and businesses. Plattsburgh I is a 3.741 MWAC solar farm and is located at 6106 Route 22 Plattsburgh, NY.
Hudson Headwaters Healthcare Network Champlain, NY Medical Care Facility
The Clinton County Capital Resource Corporation issued up to $10 million in tax exempt bonds to Hudson Headwaters Healthcare Network (HHHN) to support the development of their expanded medical care facility, replacing the existing operation the Northern Tier. HHHN has acquired a 5.80 acre parcel on Route 11 in the Town of Champlain and will begin construction on a new 25,916 SF facility. HHHN will acquire and install machinery and equipment to be owned and operated as a medical facility and employ at least 30 people.
Lake Forest Sr. Living Community
Lake Forest Sr. Living Community was issued a bond from the CCIDA in the amount of $4.7 million. With this funding Lake Forest was able to demolish 16 existing buildings and constructed 8 duplex residential buildings with a congregate facility.
Marble River Wind Farm
Marble River Wind Farm has an installed capacity of 215.25 megawatts (MW) — enough to power approximately 91,000 average New York homes with clean energy each year. Marble River is comprised of 70 Vestas V112 turbines, each with a capacity 3.075 MW. The turbines in place are some of the most advanced and efficient in use today. The Marble River Wind Farm was also the first V112 park in North America to date. Marble River Wind Farm created approximately 300 jobs during the peak of construction and 13 permanent, full-time jobs in operations.
Noble Altona Windfarm (AES)
AES Energy Altona Windpark (formerly known as Noble) have a 68 GE 1.5 Mw wind turbine facility located in Altona.
Northstar Private Capital LLC
Empire State Development (ESD) and Clinton County announced in April 2013 that Clinton Industrial Development Acquisition, LLC (CIDA) has entered into a contract for the purchase and sale of the former Pfizer Chazy property with local business investors Victor and Stephen Podd of Northstar Private Capital LLC. Northstar’s multi-use redevelopment plan includes the relocation of Powertex Inc.’s Sealiner® manufacturing facility to New York, creating 22 new jobs within one year.
Samuel F Vilas Home
The Samuel F. Vilas Home is constructing a 60,000 sq. ft. addition to the current building which will include an additional 65 rooms. They are also doing a full historic renovation of the current Vilas Home. The community will have over 70 FTE with an annual payroll over $3 million dollars.
Schluter R&D Facility
The project will construct a new 20,000 sq ft Research & Development building with related site improvements.

New construction of a 60,000 sq. ft. building partitioned for three tenants. The building has office area and entrances in the front of the building with manufacturing/warehousing in the back.
Trustworthy, LLC
Trustworthy constructed a 1,650 sq. ft. addition, new lobby addition, vestibule and carport. Conversion from Days Inn to Holiday Inn Express. Repositioned from economy segment to mid scale.
UVHN-CVPH Refunding
The Clinton County IDA has issued several bonds to the University of Vermont Health Network-Champlain Valley Physicians Hospital over the last several decades. Currently, the indebtedness stands at approximately $26 million.
